Was Virginia won by vote fraud?

For the entire evening, as the vote totals were coming in, Mitt Romney lead in Virginia and continued to lead up to the point where 97% of the voting divisions were counted in Virginia and Romney held a 50 percent to 49 percent lead, enough of a lead that should have been upheld with only three percent of the votes left to be counted.
When they finished counting the votes in the state, at the last minute the total went to 51.1 percent to 47.4 percent in favor of Obama, after showing a lead of 1-4 percent lead in favor of Romney the entire night. That raises the question, where in the state where those last voters counted from and reported from? The answer to that will probably answer to where the votes came from.

Obama won 652,855 votes in these cities and counties while Romney won 328,346 votes, giving Obama a margin of 324,509 votes in these 8 cities/counties alone, which is almost three times his state-wide margin of 115,910 votes. Obama won 1,905,528 votes state-wide while Romney won 1,789,618 votes in Virginia. Like many states, most of the state's counties, which are smaller in population, voted for Romney while the few more densely populated urban areas of the state, and the suburbs of Washington DC which are heavily populated with federal government employees, voted heavily for Obama in those eight areas listed above.

Those eight areas are the ones where vote fraud was most likely and they will be the focus of efforts to find any reports and evidence of vote fraud in the state.
